Key Facts

Construction of Windpark Fryslân started in March 2019 and lasted until December 2021. The wind farm is now not only fully operational but also the largest wind farm in an inland waterway worldwide.

The wind farm consists of 89 turbines of 4.3 megawatts (MW). It produces around 1.5 terawatt hours (1,500,000 megawatt hours) on an annual basis. This is about 1.2% of Dutch electricity consumption and corresponds to the consumption of about 500,000 households.

Windpark Fryslân has an unusual shape. The wind turbines are located in a 'cluster' in the IJsselmeer, in the shape of a hexagon. This shape ensures that the wind turbines restrict the view of the horizon as little as possible.

Windpark Fryslân is well-financed and financially sound. The issuance of bonds is only aimed at allowing residents to benefit financially from the windpark.

Siemens Gamesa, a world leader in the wind power industry, is responsible for maintenance and management for the next 14 years.

Overview

Introduction to the Project

Windpark Fryslân was built in the Friesian part of the IJsselmeer, off Breezanddijk and consists of 89 wind turbines of 4.3 megawatts (MW).

The precise location and shape of the wind farm are the result of years of fitting and measuring and took into account shipping routes, fishing, flight routes, the defence firing range, the Wadden Sea, migratory birds and bats, water sports, tourism and the monumental dike.

The wind farm was built by contractor consortium Zuiderzeewind, which consisted of Siemens Gamesa and Van Oord. During construction, Frisian parties worked together as much as possible.

Projektstatus

Status of the project:

Fully operational since January 2022

Sicherheiten

Collateral:

Windpark Fryslân is well-financed and financially sound. The entire amount raised will be used to repay part of the ongoing project financing of 10 banks.

Electricity production:
1,500,000 MWh per year
Supply for 500,000 households

A local affair

Windpark Fryslân is named after the province and is located in the Friesian part of the IJsselmeer. It produces more than 75% of all green electricity in the province and already accounts for 75% of Friesland's 2020 renewable energy target alone. The province of Friesland is also a 15% co-shareholder of the wind farm.

In order to directly co-benefit from the wind farm, only residents of the province Friesland can invest in this financing round.

Sustainability

The Sustainable Development Goals (SDGs or 'Global Goals') are part of the UN 2030 Agenda for Sustainable Development and constitute the international framework for sustainable development until 2030. These SDGs are intended to put an end to poverty, inequality, and climate change.

Nachhaltigkeit

The production of 1,500,000 MWh per year is equivalent to about 1.2% of the Dutch electricity consumption and the energy supply for roughly 500,000 households. This increases accessibility to affordable and sustainable energy in the region.

Purpose of financing

In this financing round a total of up to 10 million euros are being sought after. The entire amount raised will be used to repay part of the ongoing project financing by 10 banks. The interest paid to the banks on this now will soon benefit bondholders, who will receive an attractive interest rate on their money as interest paid to bondholders is higher than what is paid to the banks now.

Did you know...?

As the project progresses, the investment risk continues to decrease because the costly phases have been completed and regulatory and technical hurdles have been overcome. Additionally, at the end of the project there are usually fixed purchase agreements that ensure regular and predictable income.

Windpark Fryslân is:

  • named after the province,
  • is located in the Friesian part of the IJsselmeer,
  • produces more than 75% of all green electricity in the province,
  • alone already accounts for 75% of Friesland's 2020 renewable energy target and
  • the province of Friesland is a 15% co-shareholder of the wind farm.

For these reasons, we want residents of Friesland to co-benefit from Windpark Fryslân.

The interest rate of 7.5% offered on the bond is considerably higher than the interest rates that banks currently offer on savings accounts and deposits.
  • The province - which is a 15% shareholder - uses the return on its investment to support the tourism-economy sector in the coastal municipalities and projects throughout Friesland that increase local sustainability and liveability and to accelerate energy transition and home insulation in the province.
  • FIKS, the independent Environment Fund of Windpark Fryslân, receives an annual contribution of €720,000 for 20 years for the benefit of local projects in the municipality of Súdwest Fryslân.
  • Due to its good results in 2022, the wind farm disbursed an additional €1.3 million to four projects: additional donation to FIKS for the insulation of sports venues and clubhouses, a donation to the Energiebank Fryslân for home insulation, multi-year sponsorship of the Fries Museum and of the training of young technicians in Friesland, who can contribute to the energy transition.
  • About 100 local companies have been and will be involved in the realisation and operation of the wind farm wherever possible.
  • The wind farm works together with educational institutions in Friesland to share knowledge, offer internships and promote energy technician training.
  • The wind farm is open to recreational and tourist sailing and Windpark Fryslân is the main sponsor of the Windmill Cup, a sailing race across the wind farm, which will again be held in 2024 in the first weekend of October after the successful first edition in 2023.
Wind Farm Fryslân is well-financed and financially sound. The issuance of bonds is only aimed at allowing residents to benefit financially from the wind farm.
The entire amount raised (of up to 10 million euros) will be used to repay part of the ongoing project financing by 10 banks. The interest paid to the banks on this now will soon benefit bondholders, who will receive an attractive interest rate on their money as the interest paid to bondholders is higher than what is paid to the banks now.

There is a minimum of €1 million and a maximum of €10 million. So a maximum of 20,000 bonds of €500 nominal value are available. The reason for the minimum is the relatively high cost involved in such a limited issue. It is expected to go well over that. The maximum is set based on expectations of what is realistic in Friesland based on similar issues.

If more than €10 million is ultimately subscribed, the wind farm will be happy, because then even more people will participate. It will then only be at the expense of the bond parents, who want to participate with very large amounts.

In several ways. First, there is a cap per person. In addition, the wind farm does an extensive information campaign throughout the province, using TV, social media and outdoor advertising to get as many people interested as possible. In addition, if the maximum amount of €10 million is exceeded, an allocation procedure will apply to best serve as many bidders as possible.

The bonds are registered and in principle transferable only to persons residing in the province of Friesland. Transfer to someone outside the province is only possible if someone is a 1st, 2nd or 3rd degree family member or in case of death. The bonds are transferable annually in the month of November.
WPF has its own up-to-date App, which anyone can download, and its own site, which anyone can visit. They also have a periodic newsletter.

The bond conditions stipulate that that Windpark Fryslân will send a business update once a year. This will be published on the profile of Windpark Fryslân.
